1. Objectives of the RFP
The Central University of Technology Innovation Services (CUTIS), a wholly owned entity of the Central University of Technology, Free State (CUT), is in search of a qualified and experienced Project Management company to collaborate with CUTIS on the implementation of a Skill Programme in Welding. The objective of this initiative is to provide skills development training to 200 unemployed youth within the Free State.
CUTIS invites interested parties to submit proposals with quotations for the provision of Project Management services for this specific program. The successful provider will play a crucial role in ensuring the effective execution of the Welding Skill Programme, contributing to the empowerment and development of the Free State youth.

The appointed Project Manager will assist CUTIS in rolling out training using CUTIS accreditation.
This includes:
- Recruitment of learners
- Provide CUTIS with a complete and compliant recruitment document for Learner registration on merSETA’s NSDMS system.
- Completed POPI CUTIS application form.
- Completed CUTIS learner application form.
- Visible Identity document.
- Academic report stamped and signed.
- Valid banking details of the recruited learners.
- Facilitation
- Assessment
- Facilitate Pre-moderation, Ongoing-moderation and Post Moderation through the office of CUTIS Training Coordinator.
- Provide CUTIS Training Coordinator with Assessment report and Moderation report to initiate external moderation.
- Hand over training master file and PoE’s at the end of the training programme.
- Overall Project Management
- Provide learners with PPE.
- Provide monthly report to CUTIS Training Coordinator.
- CUTIS Training Coordinator must be included in all communication and arrangements with SETA.
- Ensure compliance of the duration and implementation of the training (Three months).
- The Project completion date is 30 June 2024.
4. Evaluation Criteria
This RFQ is directed to extensively experienced Project Managers against MerSETA skills development programmes, quotations will be evaluated according to the below evaluation criterion:
Over and above, prospective Project Management companies must comply with the following criteria:
- Facilitation Capacity
- Technical Capacity (Assessors and Moderators)
- Administrative Capacity (Register learners on the NSDMS system linking them with CUT)
- Facility Capacity (Theoretical, Practical, and Industry Exposure) Training will be rendered off-site.
- Understanding of MerSETA standing operating procedures
- Proven experience for executing similar work.

- CSD registration
- Valid tax clearance certificate
- BBBEE Certificate
- Company Profile
- Provide a detailed project proposal with proof for approved training sites, facilitators, assessors, moderators, and implementation plan with a quotation.
- It is an advantage if the company can cover the cost of booking the venue upfront.
